In the article it is considered the necessity of reforms in economic policy to stimulate domestic innovation production in the context of neo-industrialization. There are presented the importance of development institutions, as part of industrial policy and brief analysis of existing Russian development institutions. Special attention is paid to development institutions oriented to mining projects, to identify their current position and problems of their functioning. It is concluded insufficient use of development institutions in the economic life of the country.
